Saw it this morning, too. The owner actually has a chain holding it up there. At the time I saw it, there were a bunch of garbage bags around it.
I would assume they hang it higher so the collectors don’t assume it’s garbage and get frustrated.

I rode past this bike a week or so ago on my way to work – it looked like work was being done on the sidewalk, and I assumed the workers had to lift the bike to get it off the sidewalk. Strange that nobody’s claimed it, tho.
