Carroll Gardens Zoning Change Draws Opposition

The Secret Rezoning Crop Lines
Yesterday’s Court Street Fair in Carroll Gardens found the new South Brooklyn Neighborhood Alliance with a booth and groups handing out information about a proposed zoning text change that would redefine a number of streets in the neighborhood as narrow ones, reducing the height of potential new developments and buildings. (The very narrow streets are defined as “wide” for zoning purposes because front yards are counted as part of the streets.) Meanwhile, opponents of the change are circulating and posting fliers calling it a “secret rezoning” that supporters say are primarily aimed at “scaring” elderly property owners. (There is a meeting on the change coming up at Borough Hall on May 7 and Community Board 6 has already held one meeting about it.) One email we received said:

There’s a ‘scare tactic flyer’ circulating to scare residents into thinking they are losing their front gardens and 25 per cent of their property values! The elderly are the target as most do not have internet. No group is identified on the flyer.

    Can what they say be true? I don’t believe so. Also, the whole idea is to prevent additions to the roof, not the back yards. Give back gardens..? Very confused. People will pay anything fro your brownstone so stop worrying.

    The scarey lady was back in CG today scaring people on the the Place Blocks by telling them their gardens were being taken away.! Several people on 2nd Place reported seeing her today…

    She’s blonde by all reports and rather hell bent on eliciting fear and paranoia from well-meaning, and innocent residents.

    Oh well. What else is new?

    My elderly neighbor told my wife last night “they want to widen the streets”. There is indeed a campaign of misinformation going on in the neighborhood. The flyer you show is suggesting that by zoning to ‘narrow streets’, property owners would indeed loose some FAR, meaning they could not make as large an extension to their property as they can currently while the streets are zoned ‘wide’. So that put residents in an interesting position – selfishly hold on to their FAR at the expense of the neighborhood being overly developed in the short term, or do something for the common good of the neighborhood, which will ultimately protect their property values by keeping it part of unique and historic Brownstone Brooklyn, which will always demand a premium in the NY market. BTW – I am a property owner on a place block, don’t have any ties to groups on either side of the debate.

    I encountered the scare tactics yesterday from someone I took to be a rep of a developer, although he claimed to be a long time resident. He used everything – secret rezoning, they are taking something away from you, you won’t be able to add on to your house, your front garden isn’t yours, you won’t be able to sell your house, your house will be worth $800,000 less, etc, etc. Huh ?!?

    They are dangerous. Use those tactics on the old people and they will buy it. That’s why the neighborhood wasn’t landmarked in 1973 when President and Carroll were. The old people were convinced that the government was interfering in their property and so would not support landmark status.

    The scarey lady has a scarey guy to go with her and they are VERY volatile! Makes me wonder where they came from, where they really live, and who their friends are in the “neighborhood” are????? (hmmmm……isn’t it obvious by now?)
    The police outside the last CB 6 meeting seemed to already know of them, and asked them if they were having any “problems”. They both looked high as kites! and had just made a HUGE and very UGLY SCENE in the meeting.
